Trumbull County English Language Learners Consortium

Champion Local Schools EL students along with teacher Rebecca Baxter, Principal Ali Nannicola, and TCESC Consortium Lead Angela Guarnieri celebrating the family and community collaboration event between Unite For Literacy and the United Way of Trumbull County.

In Ohio, a Title III consortium is a group of local education agencies (LEAs), such as school districts or community schools, that join together in supporting English Language Learners. This is necessary because LEAs receiving less than $10,000 in Title III funds must either form a consortium or join an existing one to access programming. The TCESC acts as the lead representative and fiscal agent.

Benefits:
Consortium members can benefit from shared resources, professional development opportunities, and access to expertise in providing language instruction to ELs.

Trumbull County Educational Service Center Consortium Goals

  1. The program supports the development and implementation of Language Instruction Educational Programs (LIEPs).

  2. It supports the implementation of school-wide programs.

  3. The program provides professional development to teachers and other personnel serving English Learners (ELs).

  4. It includes parent and community engagement activities.
  5. It improves LIEPs by upgrading curricula, instructional materials, software, and assessment procedures.
